The Complainant - New York Criminal Law

A complainant may be any person having knowledge, whether personal or upon information and belief, of the commission of the offense or offenses charged. A complainant may or may not be a police officer. A complainant is generally the person who has signed a statement that says that another person did certain things that, if true, would constitute a criminal offense.
